六、比赛路线

(一)比赛路线: 起点浦东新区丰和路,终点东方体育中心,途经陆家嘴、世博地区、前滩公园。

(二)详细路线以赛前公布的路线图为准。

七、报名办法

(一)报名时间

1、直通上海半马跑者/上海半马精英跑者

3月7日16:00至3月10日17:00,过时未报名视为放弃直通资格。直通上海半马跑者/上海半马精英跑者报名并完成缴费后,无须参加抽签,直接获得参赛资格。

2、 大众跑者

(1)预报名时间:3月7日16:00至3月10日17:00,过时关闭。

(2)公布抽签结果日期:3月18日下午

(3)付款时间:3月18日下午公布抽签结果后至3月20日17:00,过时未付款视为放弃报名

3、上马公益•2019上海国际半程马拉松赛慈善跑者

3月7日16:00起,名额200席,额满即止,公益跑者报名并完成缴费后,无须参加抽签,直接获得参赛资格

4、候补抽签名额报名

3月21日14:00公布候补抽签名额。3月21日14:00—3月22日18:00为付费时间,过时未付款视为放弃候补报名参赛资格。

八、参赛办法

(一)参赛年龄和资格

参加半程马拉松赛比赛者须在比赛当年12月31日前满16周岁并经注册医疗机构体格检查,证明身体健康,适宜参加该项比赛。

(二)参赛选手身体状况要求

半程马拉松是一项高负荷、大强度、长距离的竞技运动,也是一项高风险的竞技项目,对参赛者身体状况有较高的要求,参赛者应身体健康,有长期参加跑步锻炼的基础并完成过半程马拉松距离以上的训练或比赛。有下列情况者不宜参加上海国际半程马拉松赛:

1、先天性心脏病和风湿性心脏病;

2、高血压和脑血管疾病;

3、心肌炎和其他心脏病;

4、冠状动脉病患者和严重心律不齐;

5、血糖过高或过低的糖尿病;

6、妊娠;

7、比赛日前两周以内患过感冒;

8、其它不适合运动的疾病;

(三)半程马拉松赛限报15000人

(四)按《报名须知》办理报名手续

(五)直通上海半马跑者/上海半马精英跑者报名

符合直通上海半马及上海半马精英跑者报名资格要求者在要求的时间段内登陆上马网或上马APP进行报名,如未报名视为放弃资格。资格要求如下:

直通上海半马跑者:

上马系列赛2018上海国际10公里精英赛男、女前300名参赛者。

上海半马精英跑者:

2018上海国际半程马拉松赛成绩达到《中国田径协会马拉松及相关运动大众选手等级评定实施办法》中关于各年龄段精英级选手成绩要求的参赛者。

(六)为了帮助弱势群体建造良好的运动环境,让更多人树立全民健身的理念,为了推动群众体育的发展,组委会受上海市体育发展基金会委托,设立2019上海国际半程马拉松赛慈善名额,所有慈善捐赠金都将注入上海市体育发展基金会下设的上马专项基金,以此动员社会各界力量筹集资金,倡导体育精神,用于帮助社会弱势群体强身健体,推动群众体育等体育公益事业的发展。

(七)申请退赛办法

1、所有成功报名的选手如因个人原因无法参赛的可申请退赛。申请者于2019年4月1日9:00至2019年4月5日17:00间提出申请,退还100%报名费(其余时间不可申请退赛)。报名费将于提交退出申请后15个工作日内退回选手报名时支付的账户.

2、所有申请退赛的选手(含慈善跑者报名)一经申请不可撤销,且不得再通过其他任何途径获取本次赛事名额。

3、2019年4月8日10:00公布候补抽签名额。4月8日10:00—4月8日18:00为付费时间,过时未付款视为放弃报名参赛资格。

九、竞赛办法

(一)本竞赛按中国田径协会审定的最新田径竞赛规则执行。

(二)所有参赛者需将参赛号码布(大)固定于身前正面位置,凡未按规定佩戴、折叠或遮挡号码布,组委会有权取消其比赛成绩;未按规定佩戴芯片,导致计时点未记录成绩者,将取消比赛成绩。

(三)比赛检录: 2019年4月21日上午6:00起在起点按竞赛项目及号码布字母分区分别进行集结排队。

(四)起跑顺序:半程马拉松按集结区先后顺序排列成方阵。

(五)发令:采用分两枪发令起跑,每次发令间隔15分钟。

(六)名次录取方法:按计时芯片成绩录取名次。

(七)关门距离和时间

为了保证参赛者的安全和比赛的顺利进行,比赛进行期间比赛路线各段设关门时间,限时对社会实行交通封闭。关门时间后,相应路段恢复社会交通。参赛者未在规定的关门时间跑完对应的距离请立即停止比赛,原地安全退出赛道,以免发生危险。

关门时间按自然时间计算,具体见下表:

(七)组委会为参赛者提供感应芯片计时服务,参赛者必须统一佩带感应计时芯片,如因参赛者本人未能正确佩带计时芯片导致无法记录成绩,组委会概不负责。感应计时芯片将在选手通过起点开始计时(净计时)并在起点、每5公里点、折返点、终点设有计时感应带,参赛者在跑进过程中,必须通过所有的地面计时感应带,在关门时间内完成比赛但缺少任何一个计时点的成绩,将不予排名。赛后每位参赛者需于终点归还计时芯片,详细信息见赛前发放的参赛须知。

(八)比赛现场为参赛者提供存衣服务。存衣包上必须插上与本人的参赛号码相一致的小号码布,存在起点相应的存衣车上,赛后凭大号码布于11:30前到终点同一存衣车领取。如超过领取时间没有领取的,请在赛后5个工作日内到组委会指定地点领取,过时,组委会将按无人领取处理。请勿将贵重物品(如有效证件、手机、现金、手表、各种钥匙、其他电子产品等)、易燃易爆和违禁物品存放在包内,如发生损坏、遗失或安全事故,责任由参赛者承担。

(九)饮水站、补给站

赛事每5公里设有饮水饮料站,从7.5公里处开始,每5公里设有饮水用水站。

赛事在10公里、13公里、17公里、18.5公里设有补给站。

赛事在8公里、12公里、17公里、18公里、19公里、20公里设有冰站。

(十)组委会将对起点、路线和终点进行录像监控,在比赛期间出现下列问题之一,由组委会视情节轻重分别给予参赛选手取消本次上海国际半程马拉松赛比赛成绩;在未来2年禁止参加上海国际马拉松赛、上海国际半程马拉松赛、上马系列赛、上马SPEEDX系列赛等赛事;终身禁赛等处罚;并报请中国田径协会追加处罚:

1、以虚假年龄或虚假身份报名;

2、一名选手同时携带2枚以上(包括2枚)芯片参加比赛 (包括男选手携带女选手芯片);

3、以接力方式完成比赛;

4、不按规定的起跑顺序在非指定区域起跑;

5、起跑有违反规则行为;

6、关门时间到后不听劝阻、不停止比赛或退出比赛后又插入赛道;

7、没有沿规定路线跑完,绕近道或使用交通工具(包括共享单车);

8、不按规定要求重复通过终点、未跑完私自通过终点领取完赛物品、完赛奖牌;

9、私自伪造号码布、利用其它赛事或往届上海国际半程马拉松赛事号码布或未佩戴号码布或使用非本次比赛芯片通过终点领取完赛物品、完赛奖牌;

10、私自涂改、遮挡号码布参赛;

11、转让号码布及芯片;

12、不服从赛事工作人员指挥,干扰赛事,聚众闹事、打架斗殴;

13、其他违反规则规定的行为。

利用虚假信息获取参赛资格者、报名后转让号码布给他人者和无参赛资格者,比赛发生的一切后果责任自负。

(3)上述所有奖金将按照《中华人民共和国个人所得税法》,征收20%个人所得税。中国运动员获上述奖励均发等值的人民币。赛后获奖参赛者名单将在官网公示10个工作日,公示结束及兴奋剂检测结果公布后办理奖金发放手续。

(4)如参赛者同时获得两项奖金,只发放数额高的一项奖金,排名保持不变。

(5)在3小时15分内完赛者发给赛事奖牌,成绩证书将于赛后10个工作日在赛事官方网站提供自助下载,成绩证书下载时效为60天。

(6)男子前600名参赛者、女子前300名参赛者可获得2019上海国际马拉松赛参赛名额(可选择参赛项目)。

十一、参赛保险与医疗救护

(一)组委会为所有参赛者和工作人员购买比赛期间的人身意外伤害保险,若由于参赛者报名信息填写不全或不真实造成无法购买保险或者保险无效,责任由参赛者自负。

(二)赛事组委会在起、终点及沿途设固定医疗点,医疗点前50米有明显的标志;沿参赛者的跑进路线,有急救车跟随;赛事组委会将在固定医疗点、水站安排志愿者和工作人员,协助医疗救护、维护比赛秩序,参赛者有问题可以随时求助。

特别说明:

1、组委会购买的保险为人身意外伤害险和急性病身故保险。但由于自身疾病、身体原因(在比赛期间突发疾病、并自发病起24小时内身故的急性病除外)所引起的不良后果,不属于意外伤害保险。因此,请跑者审慎报名参赛。

2、组委会在比赛期间提供免费现场急救性质的医务治疗,选手先行自理结算,后经组委会确认的参赛者在医院救治等发生的意外和中暑导致的相关医疗费用,保险公司核保后保险人在保单责任范围及限额内赔偿。

3、参赛者在比赛过程中因服用兴奋剂或其它违禁药品,造成人身伤害或死亡的,责任由参赛者自负。

4、为了保障参赛者的生命安全,经组委会授权的赛事裁判和工作人员对明显不能继续进行比赛的参赛者,有权终止其比赛。

2019 Shanghai International Half Marathon Competition Rules

The race course passes through Lujiazui, EXPO Area and the New Bund Park

2. 2.The specific courses are subjected to the race course map published before the race.

VII Rules of Registration

A. Registration Time/p>

a. Priority Entry/Elite Entry

Starts at 16:00. Mar. 7 and closes at 17:00. Mar. 10. Those who do not register in time will be considered as forfeiting their priority entry opportunity. Those who are qualified of priority registration/elite registration will automatically gain spots upon completion of registration and payment.

b. Regular Registration

1) Pre-registration: Starts at 16:00 Mar. 7, closes at 17:00. Mar. 10.

2) Announcement date of ballot results: the afternoon of Mar. 18.

3) Date of Payment: Starts in the afternoon of Mar. 18 (after the ballot results being announced), and closes at 17:00 Mar. 20. Nonpayment will result in disqualification from the race.

c. Shangma Charity-2019 SHHM Charity Entry

Registration will remain open on a first-come first-served basis until the maximum field size of 200 places is reached, starting from 16:00 Mar. 7. Charity runners will automatically gain spots upon completion of registration and payment.

d. Second Draw

Second draw will take place at 10:00 Mar. 21.

Date of payment: starts from 10:00 Mar. 21, and closes at 18:00 Mar. 22. Nonpayment will result in disqualification from the race.

VIII Rules of Participation

A. Age Limit and Qualifications

To participate in Half Marathon, you must be at least 16 years old before Dec. 31 of this year, and you are required to run a thorough physical checkup in a hospital certified by the state, certifying that you are healthy and physically fit to run the race.

B. Participants’ Physical Condition Requirement

Half marathon is a high load, high strength, long distance sports event. It is also a high-risk sports item. It has a high requirement on participants’ physical condition. Participants should be healthy, have a long-term basis for running and have completed at least a half marathon or above. People suffering the following diseases are deemed unfit to run the race:

1. Congenital or rheumatic heart disease

2. Hypertension or cerebrovascular disease

3. Myocarditis or other cardiac diseases

4. Coronary artery disease or serious arrhythmia

5. Diabetes

6. Pregnancy

7. Got a flu within 2 weeks before the race

8. Any other risk-prone diseases.

C. The number of Half Marathon runners is limited to 15,000.

D. Runners shall complete the race registration procedure according to the Notes on Registration.

E. Priority & Elite Entry

TThose runners who are qualified as priority entry runners and elite runners should finish their registration within required time by accessing www.shang-ma.com or Shangma app. Those who do not register in time will be considered as forfeiting their priority registration opportunity. See the relative requirements below:

Priority Registration:

 Top 300 Men’s and Women’s entrants in Shangma Series·2018 Shanghai International Elite 10k Race.

Elite Entry:

Those runners whose results of half marathon in 2018 Shanghai International Half Marathon met required standards of each age group according to the Implementation Measures of Rating Common Runners’ in Marathon and Related Sports of China Athletics Association will be listed in elite runners.

6. With an aim to create a positive sporting environment for disadvantaged groups and to promote physical fitness nationwide, entrusted by Shanghai Sports Development Foundation, the Organizing Committee will establish the 2019 Shangma Charity Platform. All the charity registration fees will be donated to Shangma Foundation which was set under Shanghai Sports Development Foundation. Moreover, Shangma Foundation is aimed to advance the spirit of sport and raise funds to promote physical activities in socially disadvantaged groups as well as the development of mass sports and other sports causes.

7. Withdrawal application

1) All the participants can apply to withdraw the race for personal reasons. The application must be submitted between 9:00 Apr. 1 to 17:00 Apr. 5, 2019 (No applications before or after required time period). All of your registration fee will be returned to your payment account in 15 workdays after the application is submitted.

2) Withdrawal applications, once submitted, cannot be revoked (including the charity runner’s registration), and the applicants cannot gain spot via any other approaches for the race.

3) Second draw will take place at 18:00 Apr. 8, 2019.

Date of payment: starts from 10:00 Apr. 8, 2019 and closes at 10:00 Apr. 8, 2019. Nonpayment will result in disqualification from the race.

IX Rules of Race

1. The races are subject to the latest Rules of the Chinese Athletics Association.

2. All the participants must put the bigger bib number on the chest. The committee has the right to cancel the result of a participant if bib numbers are not worn properly, folded or covered. In case of not wearing the time-recording chip, the result will be cancelled.

3. Roll Call:

All the participants must present themselves for the roll call at the starting line and assemble to the designated area by items at 6:00 am on April 21, 2019.

4. Sequence:

All the runners will be queued in blocks in sequence.

5. Waves:

There will be two waves for the race, with a 15-minute interval.

6. Ranking :

Results will be ranked according to timing chips.

7. Time limit:

To ensure a safe and successful race, time limit both for the race and the transportation will be set for each individual road. The social transportation will open again after the limit time. Any runners who haven’t finished the race within time limit should stop and quit the course for safety reasons.

The limit time is based on the natural time. See the table below for details:

8. Participants must wear the chips provided by the Organizing Committee. The OC will not be responsible for any improper wearing of chips. Time record starts as soon as the runners go through the start line, and every 5 kilometers, the U turns and the finish line has a timing carpet. The runners must go through all the timing carpet, and finish the race within the limit time; otherwise the time will be invalid. Participants will not be ranked if they finish the race within the limit time but missed any checkpoint. All chips should be returned to the OC after the race. See the Entry Information for details.

9. Bag storage service is available for the race. You must put your small bib number which is the same as your race bib into the transparent area of the clothing bag, store your bag on the designated car in the start area, and claim your bag by your bib at the same clothing storage coaches in the finish area after the race before 11:30. If you fail to claim your bag on race day, please pick up your bag in the place designated by OC within 5 workdays. Those bags will be disposed afterwards. Do not put your valuable belongings (e.g. valued ID card, cell phone, cash, watches, keys, other electronic devices, etc.) or flammables in the storage bag. Any results of damages, loss or accidents shall be borne by the participant.

10. Drink & Supply Station.

Water and Beverage Stations will be set every 5 kilometers. Also there will be Water & Sponge Stations set every 5 kilometers starting from the 7.5 km point from the Start Line.

Supply Stations will be set respectively at the 12km, 17km and 18.5km points from the Start Line. (Add one more station)

Ice Station will be set at the xx, xx and xxx points from the Start Line.

11. The OC will set video surveillance at the start line, finish line and along the course. Participants will be banned if they commit any of the following offence at any time during the race. The results might be cancelled or the participant might be banned two years or lifetime for Shanghai International Half Marathon depending on the severity judged by OC, and the OC may report to the Chinese Athletes Association for further punishment:

(1) False age & Substitution;

(2) Carrying two or multiple chips at the same time (including the possibility of male runner wearing female runner’s chip);

(3) Completing the race in relays;

(4) False start;

(5) Not obeying the rules at the starting line;

(6) Not stopping racing after time limit or going back to course after quitting;

(7) Not running on the required course accordingly, taking a shortcut or hitching a ride, including the shared bikes;

(8) Crossing the finish line repeatedly or not completing the whole distance but crossing the finish line to get finisher’s packet and medal;

(9) Forging bib numbers, using other races’ bib number or previous bib numbers of Shanghai International Half Marathon, not wearing bib number, or wearing other races’ timing chip to finish the race;

(10) Altering or shielding the bib number;/p>

(11) Transferring the bib number to another individual;

(12) Disobeying guides of staff or interfere the race;

(13) Other behaviors that violates the rules.

Consequences arising during the race from enrolling by false information, transferring bib number to those who didn’t apply for the race shall be borne by participants involved.

(3)Tax: 20% of the awards according to the Individual Income Tax Law of the PRC will be levied as tax and Chinese runners will be awarded in RMB according to the equivalent exchange rate. The result of winners will be posted on the official website for 10 workdays, and then, with the confirmation of anti-doping result, the awards shall be given.

(4) Only the higher award will be given to the runner who won both of the awards above at the same time; no combination of awards will be given, and the ranking will stay remained.

(5) Any runner who completes the half marathon within 3 hours 15 minutes will be awarded with a medal. The result certificate will be available for downloading on the official website in 10 workdays after the race. Please download the certificate within 60 days.

(6) Top 600 male and top 300 female runners who reached the finish line will get the opportunity for the 2019 Shanghai International Marathon (all items available).

XI Insurance & Medicare

1. Accidental injury insurance will be provided for all participants registered with full and correct information and staff by the committee. Full responsibilities will be taken by participants if the OC fails to buy the insurance because of incomplete or incorrect information.

2. Medical station with a prominent sign 50m ahead will be set along the track, including the start line and the finish line; ambulance will follow the runners along the course; volunteers and staff who are arranged in medical station and Drink Station are to assist medical treatment and maintain the race order. Runners may ask for help at any time.

Notice:

1. The insurance purchased by the Organizing Committee is to be classified as personal accident insurance and insurance for death of acute diseases. However, any adverse effects resulting from pre-existing conditions will not be covered by the personal accident insurance (except for the case of acute disease during the race that leads to death within 24 hours since the onset of the disease). Runners should discretely consider their own personal condition before applying to enter the competition.

2. The Organizing Committee will provide emergency medical treatment on site free-of-charge during the competition. Any expenses incurred for rescue and treatment at hospitals will be borne by the participant at first. Afterwards, the OC will confirm the medical expenses incurred from treatment of accidents and heatstroke in hospitals and other places. After the insurance company underwrites the insurance, it shall compensate within the scope and limits of its policy.

3. If any injury or death happens due to the intake of doping or any other forbid medicine by any participant, the responsibility goes to participant.

4. To ensure the safety of participants, referees or staffs authorized by OC have the right to stop the runners with obvious trouble from continuing the race.
